This online training session, presented by Vujan Krunic and Simone Holding from Maddocks Lawyers, will provide VMBSG member councils with a practical overview of section 64 and section 68 of the Building Act 1993, together with relevant considerations under the Building Regulations 2018.
Maddocks has prepared a policy and procedure document, along with supporting templates, to assist Victorian councils when considering applications for temporary occupation approvals under section 64. The document outlines the purpose of the process, the regulatory framework, the exercise of discretion, safety and amenity considerations, application procedures, conditions, written approvals, record keeping, refusals, amendments, cancellations and appeals.
The session will step through the documents and explain how they are intended to be used in practice. Vujan and Simone will also work through several real-life scenarios and discuss common issues that may arise for Municipal Building Surveyors and council teams. The session will conclude with a Q&A, giving attendees the opportunity to raise questions and discuss practical examples from their own council experience.

The training will help council teams strengthen their internal processes, improve consistency, support better record keeping and make decisions that are clear, well-reasoned and defensible.
The Q&A component will also give attendees the opportunity to raise practical examples from their own council experience and explore common issues with the presenters.
Vujan Krunic specialises in building regulation and advises State and Local government clients, boards, statutory authorities and private clients. He has specialist knowledge of the Victorian building regulatory framework, including national building laws and plumbing, engineering, architectural and electrical laws. Vujan also represents clients in the Building Appeals Board, VCAT, the Magistrates’ Court and the Supreme Court of Victoria.
Vujan has experience advising VMBSG and its members on complex statutory interpretation and risk issues, preparing precedent documents, manuals and fact sheets, and delivering professional development seminars and information sessions.
Simone Holding is a Partner at Maddocks and Sector Leader for State Government Victoria. She has extensive experience advising government, contractors, developers and institutional investors, particularly in relation to large civic, aged and health care, commercial, retail and residential projects.
Simone advises on a broad range of transactional processes, including development agreements, construction contracts, consultant agreements, tender processes, procurement and refurbishment projects. Her sectors include State Government Victoria, Local Government Victoria, infrastructure, education, healthcare and property development.
