Fire Rescue Victoria has provided an update regarding increasing police intelligence and inspection activity involving convenience stores and tobacco shops across regional Victoria.

Fire Rescue Victoria has provided the following update for Municipal Building Surveyors and local government building teams.

Since April 2026, FRV has been providing material support to Victoria Police Crime Command specific to Operation Eclipse. That has now moved to Operation Phoenix as there is a shift to Convenience stores and tobacco shops.

The purpose of this note is to provide a heads up of the increasing trend of Police Intelligence to these sites in the regional space. With that, FRV is completing 227e reports and other doctrine based on the findings of those inspections. As they expand, its likely you may receive a 227e from us. We encourage you to link with CFA Command as they will be receiving Operations Plans of the same sites.
