BPC has provided information and recommended actions for councils following the cancellation of Phillip Brett Commandeur’s registration
Deregistration of Phillip Brett Commandeur – former building inspector (pool safety) IN-PS 72714
Impacted councils will have received a letter addressed to CEO’s along with a list of potential affected properties following the cancellation of Mr Commandeur’s registration.
The former practitioner has conducted approximately 1300 pool barrier inspections over more than 3 years and there is uncertainty whether the inspection and certification process undertaken by that inspector was sufficient to confirm compliance with the applicable safety standards. It is important to note that the cancellation does not result in the certificates issued being null and void.
BPC recommends that councils:
- search your register to determine if Mr Commandeur undertook inspections of pools/spas at any addresses in your municipality and if so, consider whether there is sufficient evidence that the sites inspected have compliant pool/spa safety barriers in place; and
- determine whether to undertake a random audit of a manageable number of properties to inform future actions.

We are currently seeking information on the outcome of inspections undertaken by the BPC during the investigation process and will share these findings if possible.
