Exploring the future of building regulation in Victoria with VMBSG Conference Silver Sponsors, Lovegrove & Cotton.
Following their presentation at the VMBSG 2026 Annual State Conference, Adjunct Professor Kim Lovegrove and Adjunct Fellow Tsigereda (Ziggy) Lovegrove of Lovegrove & Cotton have published an article exploring the future of building regulation in Victoria.
Victoria’s Building Act vs the IBQC Model Building Act: Anticipatory Reform and the Future of Building Control builds on their conference presentation, comparing Victoria’s Building Act 1993 with the International Building Quality Centre’s (IBQC) Model Building Act released in February 2026.
The article examines how Victoria’s building regulatory framework has evolved over more than three decades and considers opportunities for future reform, including risk-based inspections, building product responsibility, independent oversight and a greater emphasis on preventing building failures rather than responding to them.
It provides interesting reading for Municipal Building Surveyors and others working in building regulation, particularly given the significant changes currently taking place across the Victorian building industry.
