Building Confidence with AI: Practical Applications, Risks and Governance for Municipal Building Surveyors

Artificial intelligence is increasingly being used across local government, the building industry and the wider community. While it can support greater efficiency and consistency, its use also raises important questions about accuracy, privacy, record keeping, procedural fairness and professional accountability.

This practical session will explore how AI can be used within municipal building services while ensuring that professional judgement, statutory decision-making and accountability remain with the Municipal Building Surveyor and authorised officers.

Participants will gain a clearer understanding of the opportunities AI may provide, the risks that need to be carefully managed and the governance arrangements councils should consider when introducing AI into building services work.

The presentation will be structured around three key themes:

Using AI in the Work of the MBS

  • Practical applications of AI to improve efficiency and consistency
  • Using AI for drafting building notices, orders, correspondence, reports and briefing notes
  • The risks of AI use in technical disciplines
  • Examples of practical AI tools and prompting techniques for building services teams

Responding to AI Use by Others

  • How councils can respond to increasing use of AI by applicants, consultants, builders and the public
  • Managing inaccuracies, omissions and hallucinations in materials received from others
  • Evidentiary and procedural considerations in AI use and risks of hallucinations
  • Maintaining procedural fairness and confidence in decision-making where AI is used

Governance and Management of AI Use

  • FOI and record-keeping considerations
  • Use of AI by suppliers
  • Establishing governance frameworks, approval processes and guardrails

About the presenters

Georgia Hunt, Special Counsel, Maddocks Lawyers

Georgia is an experienced commercial lawyer advising government, professional services and education organisations. Georgia’s areas of practice include information and technology, privacy, data security and general commercial matters. Georgia has particular experience advising on large-scale procurement projects.

Georgia has a depth of experience acting for clients in relation to all phases of transformation projects, and regularly advises clients on privacy and data security issues. Georgia is sought out for her experience in highly complex procurement projects, including collaborative and joint procurement and major outsourcing activities.

Vujan Krunic, Senior Associate, Maddocks Lawyers

Vujan Krunic specialises in building regulation and advises State and Local government clients, boards, statutory authorities and private clients. He has specialist knowledge of the Victorian building regulatory framework, including national building laws and plumbing, engineering, architectural and electrical laws. Vujan also represents clients in the Building Appeals Board, VCAT, the Magistrates’ Court and the Supreme Court of Victoria.

Vujan has experience advising VMBSG and its members on complex statutory interpretation and risk issues, preparing precedent documents, manuals and fact sheets, and delivering professional development seminars and information sessions.

Tara Schulz, Senior Associate, Maddocks Lawyers

Tara is a Senior Associate in Maddocks’ Public Law practice and leads the firm’s Compliance & Enforcement practice. She advises local, state and federal government clients on prosecutions, enforcement action, statutory powers and government investigations, and regularly appears in Victorian courts and tribunals.

Drawing on her previous experience with the Office of Public Prosecutions Victoria and the Australian Federal Police, Tara provides practical and strategic advice on criminal and civil enforcement matters. She is a recognised compliance and enforcement specialist and a regular speaker at industry events.
