Buyer Protection Reforms and Industry Update
Presented for VMBSG by the Building and Plumbing Commission and the Office of the State Building Surveyor.
This online professional development session will provide an important update on current and upcoming reforms, regulatory priorities and industry guidance relevant to Victorian building surveyors, inspectors and council building teams.
The session will be delivered in two parts.
Part 1: Buyer Protection Reforms
Presented by Steven Baxas, State Building Surveyor
Steven Baxas will provide an overview of the Buyer Protection reforms and the new functions and powers of the Building and Plumbing Commission.
This session will cover key reform areas including:
- Rectification Orders
- Home Warranty Insurance
- Minimum Financial Requirements
- Six-month pre-occupancy notification
- Developer Bonds
These reforms are intended to strengthen consumer protection, improve regulatory oversight and support better outcomes for homeowners, practitioners and the broader building industry.
Part 2: Industry Updates
Presented by Leanne Platt, Manager Council Support, Office of the State Building Surveyor
The second part of the session will provide timely industry updates relevant to councils and building control teams, including:
- NCC 2025, Victorian Appendix and Building Regulations 2018 Part 14
- BPC process improvements, including requests for information from councils
- Tiny Homes Guidance Document
- Loose Fill Asbestos Monitoring
